Gotta feel bad for Garth. He was in the Navy his whole life. Serving them must have been his pride and joy. But his son decided to run an organization directly opposed to the world government. Dragon had Luffy and he listened to the request of a dying king and saved his only son from suffering the same fate as him. So he effectively had a second chance with Luffy and Ace to nudge them in the right direction. However, they both ended up as pirates. Enemies of the navy. Nevertheless, he loves them. Even though it's his job to kill them.

Garps wish kinda did come true tho although luffy and ace are pirates they have the strength to protects them selfs as well as others and they still try to do good in the world (arguably more good then the marines tend to do)
